Jennifer Bouey

Dr. Jennifer Bouey is a tenured Professor in the Department of Global Health at Georgetown University's School of Health, where she directs the Master of Science in Global Health program, following two terms as Department Chair (2021–2026). Her academic affiliations also include an affiliated professorship in the Science, Technology, and International Affairs (STIA) program at Georgetown University's School of Foreign Service, the Endowed Tang Chair for China Policy Studies at the RAND Corporation, and a professorship of Policy Analysis at the Pardee RAND Graduate School.

As an epidemiologist with systematic training in clinical medicine, she has led many research projects on the social determinants of health, global health security and diplomacy, with a growing focus on China's health system, biotechnology development, demographic policy, and global health engagement. Recently, she has been leading fieldwork and Track II dialogue initiatives on U.S.-China biotechnology and AI governance, co-chairing international global health education partnerships, and advancing multinational pandemic-preparedness simulation exercises. Her work has been featured in academic journals, including the American Journal of Public Health, Health Affairs, Social Science & Medicine, Vaccine, and Emerging Infectious Diseases, and has been widely quoted by media, including NPR, the New York Times, Nature, and Bloomberg TV. During the COVID-19 pandemic, Dr. Bouey testified before several U.S. Congressional committees on global pandemic response systems. Her research and publications have been funded by multiple philanthropic endowments, the National Institutes of Health, and HRSA/HHS. Dr. Bouey has also consulted for the World Bank Group, UNAIDS, the Clinton HIV/AIDS Initiative, the Hong Kong Government AIDS Fund, and other international organizations.

With over two decades of experience as an educator at Georgetown University, Dr. Bouey has developed and led various global health courses, including lab-based courses in Epidemiology and Research Methods for Global Health, community-based experiential learning courses, and summer international courses. She has also been mentoring and supervising doctoral degree candidates at the Pardee RAND Graduate School in her capacity as Professor of Policy Analysis since 2020.
